Is this only a fuel stop? It can fly directly to VBY...

Well, who said it was a fuelstop? It was refuelled, which indeed is quit common for arriving and departing aircraft. The note was made as a warning about its possible imminent departure and better conditions for photography.

The question was not whether it is common or not. The question was of it ONLY a fuelstop was. The answer is already known.

P.S. business jets often get refuelled and depart several days later.
