No frequency change at all.
This freq was already mentioned in Ename Supl beginning last year.
It also says "To read", which to my mind means they are now correcting a fault in, what was then, their recent publication.
Otherwise it would have said xxx.xxx replaced by 118.600 from xx-xx-xxx untill Perm.
