It is Qatar Air Force and only 'MAX' (not A7-). However, very nice one!

Are u sure? MAX is on the plane , however according to internet A7-MAX is correct.

Many aircraft within Qatar Emiri Air Force have these kind of serials. C17's are MAA, MAB, MAC etc, DHC6 are MAQ, MAR.
They all wear it without A7-.
If you look for it on internet you will indeed find them with A7- but simply because it is added as A7- by the photographers who upload it to several photosites.

Even if only MAX is shown on the outside, the full registration still is A7-MAX!

Perhaps the Qatari don't have enough money to paint the full registration on their aircraft!?
