Here is some information on IATA codes:

IATA airport codes, includes three letter codes for Cities with multiple Airports:

- SEL = Seoul all airports
- ICN = Incheon Airport
- GMP = Gimpo Airport (was SEL prior to the opening of ICN, as the only airport code for Seoul)

- NYC = New York all airports
- JFK = John F. Kennedy
- LGA = La Guardia
- JRA = West 30th Street heliport
- JRB = Downtown Heliport
- EWR = Newark

- PAR = Paris all airports
- LBG = Le Bourget
- CDG = Charles de Gaulle
- ORY = Orly
- BVS = Beauvais

- BER = Berlin all airports
- TXL = Tegel
- SXF = Schonefeld (former East Berlin)

Basel Mulhouse Freiburg Airport, which serves three countries, has three airport codes: BSL, MLH, EAP to indicate each nation.

IATA has made one exception for the nation where IATA was founded..... the Netherlands.
IATA has permitted Schiphol to have 2x IATA codes: AMS and SPL, though SPL is not used for air transport purposes:
- AMS = Amsterdam Schiphol Airport used for all international air transport
- SPL = Used mostly to locate offices at Schiphol East = the original Schiphol location = not used by IATA see https://www.iata.org/en/publications/di ... de-search/?
- HAG = The Hague (with no airport) location of the initial IATA Headquarters, but not used by IATA.

So SEL is a perfectly legitimate IATA code for Seoul, indicating airports of the city of Seoul.
