WASHINGTON, FEB. 20, 2018 -
The State Department has made a determination approving a possible Foreign Military Sale
to the Netherlands
of items and services to support the upgrade/remanufacture of AH-64D Block II Apache Attack Helicopters
to the AH-64E configuration
for an estimated cost of $1.191 billion.

The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale today.

The Government of the Netherlands has requested the possible sale
of items and services to support the upgrade/remanufacture of
twenty-eight (28) AH-64D Block II Apache Attack Helicopters to the AH-64E configuration

to include upgrading fifty-one (51) remaining T700-GE-701C Engines to T700-GE-701D (42 engines to be installed, 9 spares),

seventeen (17) AN/APG-78 Fire Control Radar (FCR) and subcomponents,

twenty-eight (28) AN/ASQ-170 Modernized Target Acquisition and Designation Sights (MTADS)/AN/AAR-11 Modernized Pilot Night Vision Sensors (PNVS),

twenty-eight (28) AN/APR-48B Modernized Radar Frequency Interferometers (MRFI),
and seventy (70) Embedded Global Positioning System/Inertial Navigation Systems (EGI) plus Multi-Mode Receiver.

Non-MDE items and services to support the upgrade/remanufacturing of the existing AH-64D Block II Apache Attack Helicopters to AH-64E configuration,
training devices, helmets, simulators, generators, transportation,
wheeled vehicles and organization equipment,
spare and repair parts, support equipment, tools and test equipment, technical data and publications, personnel training and training equipment,
U.S. Government and contractor engineering, technical, and logistics support services, and other related elements of logistics and program support.

The estimated total case value is $1.191 billion.

This proposed sale will support the foreign policy and national security objectives of the United States by improving the security of a NATO ally which has been,
and continues to be, an important force for political stability and economic progress in Europe.

It is vital to U.S. national interests to assist the Netherlands to develop and maintain a strong and ready self-defense capability.

The proposed sale of the AH-64E remanufacture will improve the Netherlands' capability to meet current and future threats of enemy.
The Netherlands will use the enhanced capability to strengthen its homeland defense and deter regional threats, and provide direct support to coalition and security cooperation efforts. The Netherlands will have no difficulty absorbing this aircraft upgrade into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractors are Boeing Company, St. Louis, MO and Lockheed Martin, Bethesda, MD.
The purchaser typically requests offsets.
Any offset agreement will be defined in negotiations between the purchaser and the contractor.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to the Netherlands.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

Interesting. Then we will eventually have some Longbow Apaches (AN/APG-78 Fire Control Radar).

I hope these are fitted with cable cutters otherwise this bulky add-on's might become extremely dangerous in some area's ;-)

Good to see we're keeping up with what is needed, but €35 million a piece feels like we're 'upgrading' quite a bit instead of buying new. Might be because that would mean going to the parliament 'to buy new attack helicopters' and that would be opening another can of worms in our sensitive society...

Do they know the Apache squadron mascot is an indian chief? No more playing cowboys and indians guys.. (For Dutch readers only :lol: )

We should rename the Chinook and Apache, as we are stealing their heritage. And they were victims of genocide. According to some... (also for Dutch readers :)

That is not going to happen due to tax paying reasons. The only chance to see the 8 US-based Dutch Apaches appear in the Netherlands is if MinDef decides to terminate the Fort Hood-based training. I do not see that happen in the foreseeable future.

It is more likely that we will see the four CH-47Fs based in Fort Hood showing up at Gilze-Rijen somewhere around 2020-2021, as they may be replaced by some of the 14 ordered new ones with CAAS cockpits.

That sounds plausible, like with P-3C 312 that was based in Keflavik for at least part of its carreer. Too bad... :cry:

Aan de Voorzitter van de Tweede Kamer der Staten-Generaal

Den Haag, 1 mei 2018


Inleiding
Het huidige model Apache-gevechtshelikopter, de AH-64D, van Defensie is inmiddels zo’n twintig jaar oud en raakt technisch en operationeel verouderd.

Defensie is daarom voornemens de gehele vloot van 28 helikopters te moderniseren met het project ‘Apache Remanufacture’
om daarmee te kunnen blijven beschikken over operationeel relevante en toekomstbestendige gevechtshelikoptercapaciteit.

Met deze A-brief informeer ik u over de behoeftestelling van dit project,
dat deel uitmaakt van het investeringsprogramma van de ‘Defensienota 2018 – Investeren in onze mensen, slagkracht en zichtbaarheid’ (Kamerstuk 34 919, nr. 1).

De Amerikaanse landmacht (US Army) is de belangrijkste gebruiker van de Apache.

De US Army stopt met de ondersteuning van het huidige Nederlandse Apache-type, de AH-64D,
en is een remanufacture programma begonnen waarmee de helikopter gemoderniseerd wordt naar een nieuwe standaard: de AH-64E.

De meeste andere gebruikers van de AH-64D volgen de Verenigde Staten.
De instandhoudingskosten van de verouderde AH-64D zullen daardoor fors stijgen.

Gerelateerde projecten
Het project ‘Apache Remanufacture’ heeft relaties met de projecten
‘AH-64D Zelfbescherming’, ‘AH-64D Verbetering Bewapening’ en ‘AH-64D Block II Upgrade’.

De verworven systemen en de modificaties van deze projecten zijn te gebruiken op de AH-64E.

Verder zijn er relaties met onder andere de projecten ‘Vervanging Radio’s’ en ‘Chinook Vervanging en Modernisering’.

Kenmerken
Remanufacture houdt in dat de bestaande AH-64D helikopters worden herbouwd,
gereviseerd en voorzien van nieuwe rompen, transmissies en rotorbladen.
Ook wordt het vermogen van de motoren vergroot.

Tevens voegt de fabrikant gedurende het programma nieuwe en moderne missie-uitrusting toe.

Componenten uit de bestaande helikopters worden zoveel mogelijk hergebruikt.
Het resultaat is een Apache-vloot, van het type AH-64E,
die Defensie tot ongeveer 2050 kan inzetten en verder ontwikkelen.

Financiële aspecten
Met het project ‘Apache Remanufacture’ is een investering gemoeid tussen de € 250 miljoen en € 1 miljard.

Deze investering komt in de periode 2018 tot en met 2025 ten laste van het investeringsbudget van Defensie.

Voor meer financiële details verwijs ik naar de gelijktijdig verzonden commercieel-vertrouwelijke brief (Kamerstuk 27 830, nr. 210).

Vooruitblik
De US Army biedt het remanufacture programma aan onder Foreign Military Sales (FMS).
Het programma voldoet aan de behoefte en biedt goede internationale samenwerking,
en het kan onder gunstige voorwaarden ‘van de plank’ (Military-off-the-Shelf, MOTS) worden aangeschaft.

Defensie wil het programma tussen 2021 en 2025 uitvoeren.

In dit voornemen is rekening gehouden met de beperkte beschikbaarheid van plaatsen (slots) in het Amerikaanse productieschema,
een overgangsschema waarbij voldoende toestellen in Nederland beschikbaar blijven
voor inzet en financiële voordelen onder een US Army contract
die alleen gelden voor de toestellen die vóór 2025 worden gemoderniseerd.

Om die gunstige voorwaarden te benutten, moet Defensie uiterlijk 31 juli 2018 de overeenkomst met de US Army tekenen
en de financiële verplichtingen aangaan.

Later tekenen moet worden vermeden omdat de US Army dan afzonderlijke contracten moet aangaan voor toestellen die na 2024 worden gemoderniseerd.
Hierdoor zal het project vertraging oplopen en aanzienlijk hogere kosten met zich mee brengen.
Ook zullen er gevolgen zijn voor de operationele inzet van de Apaches omdat een ander overgangsschema moet worden gevolgd.
Bovendien bestaat het risico dat de toestellen die na 2024 worden gemoderniseerd andere technische specificaties hebben
dan de toestellen die eerder zijn gemoderniseerd,
hetgeen de interoperabiliteit kan belemmeren.

Ik streef ernaar de Kamer ruim voor de zomer van 2018 met een D-brief te informeren over de beoogde overeenkomst met de US Army.
