The numbers of the runways represent roughly the compass direction in which an aircraft would depart when starting off from that number. In other words, say the runway would be 09-27, with an easterly wind (90° is exactly due east), you would have to be at the 09 end to see them taking to the runway or landing. Note that when you substract the lower value from the higher, you always end up with 18 as the other end points to the other side of the compass. The last zero is always deleted to account for small deviations from 90. A runway pointing to 87° is also known as an 09.
