German Eurofighters should also take part. Rumours say this year TLwG 71 will be the lead wing. If their many tranche 1 and 2 GS will be replaced or submitted by newer Eufis is to be shown.

Probably not a surprise, but the RNLAF F-35 will participate in Frisian Flag.

This was mentioned in a small video about the F-35 at the Telegraaf. (2:42 - 2:51)

Can we expect a Spotters Day at Frisian Flag 2020? Did anyone attend a spotters day before and if so how was it? I know Leeuwarden offers good spots from outside of the base, so I was weondering what it was like from the inside as well.

Spotters Day during exercise Frisian Flag.

As far as I know in the recent past
these Spotter Days during exercise Frisian Flag were only for members of the local spotting association AGL Aviation Group Leeuwarden
and the
KNVOL, can be translated as "Royal Netherlands Association Our Airforce", some sort of RAFA.

Other Dutch spotting groups could not apply, let alone "non-members".

Things were/are less strict, also for foreigners,
during Arrivals Day just before the public Open Days.

Having done Tiger Meets, Tactical Weapons Meet etc. I thought this exercise might be a nice change for early 2020 before TM in May.

It is indeed, but as you say yourself: it can be done nicely from outside. Next to the normal "spotters hill" at the 05-end of the runway, parking facilities at that end near the field are provided courtesy of Aviation Group Leeuwarden and a local farmer; at the other end, viewing facilities provided courtesy of another local farmer. In all, an opportunity not to be missed

Yes there are. Multiple! For western winds position yourself somewhere on the road to the official spotterslocation.

What I would like to know, why this is the case. Has this to do with local KLu regulations for Leeuwarden? Or is AGL blocking this?

KLu doesn't have enough personnel to organise spotters days. Only very small numbers of spotters per day can be handled. Even members from AGL can only participate every 4 years or so, and KNVOL is only allowed with 50-100 per year i.e. every region is allowed every 4 years or so as well.
Just be fortunate that spotting from the outside incl parking etc is very well-organised by AGL. It's like there is a spotters day every day, two weeks in a row.
