When a light flashes it means there is additional information or another confirmation from that country.

Or, in other words, flashing icon were the latest updates.

There is a flypast of about 100 aircraft over London on July 10, and a flypast of 50 aircraft over Fairford on July 13

I'll be landing at LHR on the 10th July, anyone got a good photography point for RAF 100 flypast? Want to try and get as side on shots as possible.
