Hiya!
Blackadder seems right on the money, a visit somewhere between 1400 and 1500 lt on that day showed three C-17's present, of which 99-0062 was the only one bearing Charleston colours (the others being 04-4133 of McGuire and 06-6158 of Travis).
KC-135's 64-14840 (ANG), 60-0362 (McConnell) and 57-1487 (Edwards) were identified as 'foreign' (for 62-3559 and 59-1464 I didn't note unit colours).
