"Strange" 757/C-32 seen at Richmond, VA, USA.

I was at Richmond, Virginia the 31st of July. I saw these two 757's/C-32's. Anyone who's got more information about these aircraft? I was unable to get closer, so this is the best picture I have:

They are believed to operate for a 3 Letter Agency headquartered in the Metro Washington Dc Area.

Now I always they were headquartered at Langley. Big building, they even have their name in bold letters on the entrance to the building......

Used to have an airline called Air America..............

They are Department Of Justice Aircraft/FBI they are N119NA and N874TW.

They are the only two B-757 that DOJ has right now,N119NA flies as JENA 2 most of the time,right after they acquired it they made many trips into and out of Huntsville International,JENA 2 was callsign on the radio.I have not seen the other one fly into Huntsville as of yet.
