Are you sure it was Budapest (BUD) and not Brussels (BRU)? BUD seems a little extreme, another 2,5hr flight for a diversion while there were a lot more suitable options nearby, and that after a very long hold...? They must have had plenty of fuel!

I heard some rumours that Iran Air is not allowed to refuel at AMS, and that they therefore always make a fuel stop at Budapest on the return flight to Teheran.
So probably they did it now in reverse order
