Ofcourse, I know what PH stands for Pay Bays Holland, agreed for radio communication, during the Telegraph Treathy Toronto in 1929.
G, D, DDR, F, EC, SE is easy to understand but what about:

SU

Many don´t mean anything and are just assigned as available. There are too many countries that would otherwise need double prefixes.
I even doubt PH has anything to do with ´Pays-Bas Holland´.

Here is a good overview of all of the assigned prefixes by the ITU.
Even the UN, ICAO, and World Meteorlogical Organisation have their own prefixes.

Another false meaning was it should stand for Prince Hendrik.

The sheer fact that the whole range of PA till PI has been assigned to the Netherlands makes that ´Pays Bas Holland´ thing rather unlikely. Also because Holland is NOT the official name of this country. Rather, it is being seen as offensive by some people outside of the Holland provinces (albeit less and less people feel that way).
But, as long as there is no conclusive evidence either way, it will remain a nice story.

The history of dutch code's PA, PB, PH, PK, PJ and PZ are very clear but that's only for the Netherlands. Also British one like G and its former colony VT, VH, VP etc. is clear but lesser know is the history behind country codes as: OO, ZS, SU, ZK, 9V, XA, HK, LV, OB, PP, ET etc.
