Sometimes the winds are unfavourable for flights.
Like in this case with the C17, maybe.
Flying form the states to europe normally has a favourable jetstream at the flying altitudes..
However in the previous days the jetstream was quite south.
You always need an certain amount of reserve fuel and you need the amount of fuel needed to reach your alternate. The rest will be used for the flight from origin to destination.
This could restrict the distance to be flown with the load and fuel on board.
In this case the flightplan from origin to Ramstein, together with reserve fuel and alternate fuel could be impossible to execute.
To execute this flight you could plan it with an enroute diversion.
You take an destination along your flightpath and quite close to Ramstein.
Ramstein will be the alternate.
During the flight, and after checking the weather, you divert to Ramstein.

I know your profession, and keeping that in mind I am a bit 'flabbergasted'... if unfavorable winds make you end up in other countries than you are aiming for...
I was would suggest (speculation though) that 'its business' at Volkel (it was heading for Volkel, Oscar is the best source we have around here) could not be executed. Or... it was too early (base not open yet) or something like that.
Hope it shows up after all, still need it and it is welcome visitor.
Did'nt see any visitors today and I guess that around 4 or 5 sorties (max) where flown by the local F-16s today.
