Following this request: http://www.scramble.nl/forum/viewtopic.php?t=40512 from Hornet 69, I have made an example how to make these frames using layers in Photoshop:
Step 1:: Adjust the size of the picture you would like to use. In this case, I have resized this picture to 800*500 pixels:
Step 2:. Create a new document that is larger than the picture. In this case I have chosen to make a document 900*600 with a white background color. Then copy the original image into this new document. Photoshop will automatically create a new layer on top of the white layer, and this looks like:
Step 3: Add some effects to the layer that has the picture. For this example I have selected "Bevel and Emboss" and "Drop Shadow":
Step 4: Copy the unit badge into the document. Again, PS will create a new layer. Adjust size and position of the badge, and add some effects (again "Bevel and Emboss" and "Drop Shadow"):
Step 5: Add the text, which will result in yet another layer. I have used the Mistral front size 8 and brought down the opacity to 28%:

Joost, great result. Glad to see the explanation was OK. If you need anymore explanation on layers or Photoshop in general, let me know!
BTW: making these frames can be easily automated by recording an action (which basically is a macro).

Thanks a lot! I will try this soon and show the result. You can create an action, which is like an Excel Macro.
They can be recorded, once again, like an Excel Macro.
experiment a little with that, and before you know it, you have an action!

@ Bartje: No idea actually.. If you send me the PSD, maybe I can figure something out.
@ Hornet69: It is quit easy. You can do the following:
- Go to the actions panel, either via Alt+F9 or Window/Actions
- Create a new action by clicking the second symbol from the right:
- Give the action a name
- You can choose filing the action under "Default Actions" or create a new set (basically a folder) to file it under.
- Record the action by executing all the steps you need for creating your frames. When finished, push the stop button (Most left one)
- Ready!:
- Whenever you need to make a frame: open the foto, and simply press the play button in the actions panel!
