Spotting in Romania

Good morning to all, I am thinking to get to Romania and take a look at two bases Fetesti and Mihail Kogălniceanu. Someone went there recently, It is allowed to stay near the fence, how the police involves whit the spotters, someone get new spotting point different from that showed by Scramble.
