Williamtown (where I've done just about all my spotting) is a great base for photography. There is a major road which runs right past the front of the base and, when the wind is in your favour, the aircraft land right over this road. There is even a couple of small seats provided at the best spot.
There is also a small but interesting Museum very close by which has an observation platform which also provides a good view of one end of the runway. If the wind is against you, reasonable photos are also possible from this observation deck.
I can't speak for other bases as I haven't taken photos from outside of any others.
