Are you sure that these are actually Det 1. (Holloman AFB) QF-16s? A number of QF-16s have been testing at the White Sands Missile Range at Holloman AFB, but they were visiting rather than being part of Detachment 1's inventory.
When I was at Det 1, I was told that the QF-16 would first go operational at Tyndall AFB and that Holloman AFB would receive all surplus QF-4s before switching to the QF-16 by 2017.
The detachment at Holloman is really small, around 4 pilots and a handful of mechanics - it would seem like a big ask for them to operate two completely different types of aircraft?
When I was at Det 1, I was told that the QF-16 would first go operational at Tyndall AFB and that Holloman AFB would receive all surplus QF-4s before switching to the QF-16 by 2017.

Presence at Holloman is part of testing.
They are definitely not part of Det1 yet !!!
Last year - after passing the tests at Tyndall (including the first unmanned test in September) - the planning was to move to Holloman to perform air-to-ground tests over the WSMR.
That's what they are doing now.
I even don't think you can say that the QF-16 is part of 82nd ATRS inventory at Tyndall officially.
The 6 QF-16s flying around, are just the first 6 test examples used for developmental testing.
During their time at Tyndall tests were conducted to ensure the airplane’s compatibility with the Gulf Range Drone Control System, building up to the final test : the unmanned flight.
Now they are doing something similar over the WSMR .
Indeed, like Erik said, it is planned to park the first (real) QF-16s at Tyndall.

small addition : all 6 moved from Tyndall, and where (2 weeks ago) at Holloman for testing.
Once the tests are successful, they will return to Tyndall to be readied for the 'real thing' :
act as a FSAT over the range.
