To me it looks like a wishlist. The Black Eagles mentioned on their Facebook page that they aren't coming to Europe this year.

The above mentioned article (published on 22 March) says:
"La patrouille Russe Striji et ses MIG 29, pressentie elle aussi, n’a pas encore apporté de réponse définitive quant à sa participation." Google translation: "Russian patrol Striji and MIG 29, approached too, has not yet made a definitive answer as to its participation."
