I am wondering if the An-72 and camo An-26's are both of the Border Guard.
The An-26's have a white flash on the tail and the An-72 have a red flash on the tail.
Also the "star" markings on the fuselage have different colours.
In the Ukraine and Russia they used the same "flash" markings for different authorities.
(for example Ministry of Interior).
