I sincerely doubt that. All Kazhak registrations have one character and 4 digits (like UP-I8601, UP-T5402, UP-A2001) or 2 characters and three digits (like UP-AN209). I doubt this one all of a sudden is any different from that.

Al Il-76's in kazakhstan have also an I iso the one(1) as last digit in her reg, so it's common in Kazakhstan. Check all pictures here http://forum.scramble.nl/viewtopic.php?f=41&t=74591
, she has not a 1 but an I as last digit.

I think maybe ErwinS is right that the registration is UP-A300I (I as in India) iso UP-A3001 (one). Several sources on the intenet comfirms this as well . My feeling is that the 1 is painted like an I, but is not an I. I cannot find any other registration in Kazakstan that ends with a letter instead of a digit. Also, like Ger shows, all the other government planes end clearly in a 1, not an I. ErwinS mentions "all Il-76's end in I", but I cannot find one picture. I can only find the UP-I7601, but that one clearly is a 1. So please show some pictures of Il-76's ending in I and not in 1.
Therefore, unless we can find any other registration ending with a letter (and preferably not an I), I think it is just painted a bit different, but still a 1.

Oke blijkbaar is het dus een 1. Alleen de 1 staat dan niet volgens de ICAO regels op de kist. een 1 moet een herkenbare 1 zijn. Nu is het een I wat meerder bronnen op het net bevestigen.
