NBC (Nuclear-Biological-Chemical) training in which people are to perform their duties wearing suits protecting them from gas and nuclear attacks. Probably during a BASEX (BAse EXercise) somewhere. See also http://en.wikipedia.org/wiki/NBC_suit

Probably something to do with dangerous substances/fire brigade. Can imagine that some fluids used in aircraft/engines are not that healthy. It is not an CBRN (new name for NBC) incident.
